Many functions and vars moved to jka-compr-hook.el.
(jka-compr-handler): Add autoload. `put' calls moved
to jka-compr-hook.el.
(compression, jka-compr): defgroups moved to jka-compr-hook.el.
(jka-compr-inhibit): Autoload.
