* GNUmakefile: Speed up 'make bootstrap' in fresh checkout.
(ORDINARY_GOALS): New macro, which excludes 'bootstrap'.
(bootstrap, .PHONY): New rules.
* INSTALL.REPO: Document current procedure better.
Move copyright notice to just before license notice.
