(Using NON_GNU_CPP): Don't lose if it has spaces.
If CPP was inherited from environment, don't use NON_GNU_CPP. (NON_GNU_CC): Likewise. (handling with_gcc): Use explicit if in the `no' case. (cc_specified): New variable; if set, don't use NON_GNU_CC.
