lisp-mode-variables uses lisp-mode-syntax-table
All core modes that weren't interested overwrite it anyway for
emacs-lisp. And third party usage of this functions (in SLIME/SLY)
wants the lisp-mode-syntax-table anyway.
* lisp/emacs-lisp/lisp-mode.el (lisp-mode-variables): Use
lisp-mode-syntax-table by default.
