Tweaks to the report-emacs-bug preamble.
* mail/emacsbug.el (report-emacs-bug): Handle non-gnu bug addresses more clearly. Add hyperlinks for bug-gnu-emacs and debbugs.gnu.org. Mention acknowledgment email.
