edje entry: Improves anchors handling
Summary:
When edje entry is not inside the canvas view port, anchors update is aborted to improve the scrolling performance
in case of large number of anchors.

Test Plan:
1. Should have many entries inside scroller.
2. Each entry should contain large number of anchors.
3. Scroll it, scrolling is not smooth.
