Add AVCodecContext.lpc_type and Add AVCodecContext.lpc_passes fields.
Add AVLPCType enum. Deprecate AVCodecContext.use_lpc. Originally committed as revision 24199 to svn://svn.ffmpeg.org/ffmpeg/trunk
