avformat/matroskaenc: Cosmetics
Mainly reindentation plus some reordering in MatroskaMuxContext; moreover, use the IS_SEEKABLE() macro troughout the code. Signed-off-by: Andreas Rheinhardt <andreas.rheinhardt@gmail.com>
