NEXT_INSN and PREV_INSN take a const rtx_insn

* rtl.h (RTX_PREV): Added checked casts to uses of PREV_INSN and
NEXT_INSN.
(PREV_INSN): Strengthen param from const_rtx to const rtx_insn *.
(NEXT_INSN): Likewise.
(JUMP_LABEL_AS_INSN): Add a "const" modifier to param.
(reg_used_between_p): Strengthen params 2 and 3 from const_rtx to
const rtx_insn *.
(no_labels_between_p): Likewise for both params.
