* target-def.h (TARGET_HAVE_NAMED_SECTIONS): Move to
common/common-target-def.h.

Move to common/common-target.def.

* targhooks.c (default_except_unwind_info,

default_target_handle_option, empty_optimization_table): Move to
common/common-targhooks.c.
* targhooks.h (default_except_unwind_info,
dwarf2_except_unwind_info, sjlj_except_unwind_info,
default_target_handle_option, empty_optimization_table): Move to
common/common-targhooks.h.
* common/common-target-def.h: Include common/common-targhooks.h.
