* decl.c (poplevel): Check DECL_INITIAL invariant.
(duplicate_decls): Preserve DECL_INITIAL when eliminating a new definition in favour of an old declaration. (start_preparsed_function): Define and document value of DECL_INITIAL before and after routine.
