Document gcov-dump and fix installation of gcov-tool (PR gcov-profile/80081).

PR gcov-profile/80081
* Makefile.in: Add gcov-dump and fix installation of gcov-tool.
* doc/gcc.texi: Include gcov-dump stuff.
* doc/gcov-dump.texi: New file.
