* configure.ac: Use GCC_ENABLE_PLUGINS.
* stor-layout.c (finish_bitfield_layout): Now public. Change
argument type to 'tree'.
(finish_record_layout): Update.
* stor-layout.h (finish_bitfield_layout): Declare.
