libdecnumber:
	* dconfig.h: New.
	* decContext.c, decExcept.c, decExcept.h, decLibrary.c,
	decNumber.c, decNumberLocal.h, decRound.c, dpd/decimal128.c,
	dpd/decimal32.c, dpd/decimal64.c: Include dconfig.h not config.h.
