PR 18423
* configure.in: Remove all instances of build-fixincludes from
noconfigdirs.
(build_configargs): Supply --target to subdirectories.
* configure: Regenerate.
* Makefile.def: Make gcc install depend on fixincludes install.
* Makefile.in: Regenerate.
