* configure: Move gcc_version_trigger stuff from here...
* configure.in: ...to here.
* configure.in: Separate subconfigure options added by this file from
options given by the user. Add machinery to put args for host
subconfigures into the Makefile.
* Makefile.tpl: Remove 'vault' targets.
* Makefile.tpl: Reorder and comment dependencies.
* Makefile.in: Regenerate.
