* rlmbutil.h: Require HAVE_MBSTATE_T for HANDLE_MULTIBYTE.
Revert requirement of HAVE_MBRTOWC. Delete macro definitions
that attempted to fake mbstate_t if HAVE_MBSRTOCWS is defined
and HAVE_MBSTATE_T is not defined.
