Merge branch 'fix-environments-db' into 'master'

Make project_id nullable

## What does this MR do?
Fixes the broken migration which is not in sync with `db/schema.rb`.

It's to solve https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/469.
