Merge branch 'enable-repack-bitmaps' into 'master'
Create bitmaps during 'git gc'
## What does this MR do?
Add instructions to enable creation of Git packfile bitmaps.
## Why was this MR needed?
Because we still are not using Git packfile bitmaps in GitLab
