This changes ProjectCacheWorker.perform_async so it only schedules a job
when no lease for the given project is present. This ensures we don't
end up scheduling hundreds of jobs when they won't be executed anyway.

Refactoring find_commits method
It's possible that `find_commits_by_message` return nil in array which is not OK. We have different checks outside of this method. This MR places all checks inside the method.

Fixed all related specs and also changed the logic to handle edge cases. This includes exporting and exporting of group labels, which will get associated with the new group (if any) or they will become normal project labels otherwise.
Found other issues to do with not being able to import all labels at once in the beginning of the JSON - code was much simpler when we import all labels and milestones associated to a project first, then the associations will find the already created labels instead of creating them from the associations themselves.

Delete dynamic environments

#### Configuration
In order to enable stopping environments a valid `.gitlab-ci.yml` syntax has to be used:

This MR requires that `stop_review` has to have: `when`, `environment:name` and `environment:action` defined.
The next MR after this one will verify that and enforce that these settings are configured.

This is an attempt to fix intermittent errors in out test suite.

It appears that `spec/lib/gitlab/backend/shell_spec.rb` tries to change the file that stores secret token, but `Gitlab::Shell` memoizes `@secret_token` on class level, so when it was already created by other tests (`spec/requests/api/internal_spec.rb` in this case), memoized token is not reassigned even if it was generated again with `ensure_secret_token!`.

When reading conflicts:
1. Add a `type` field. `text` works as before, and has `sections`;
`text-editor` is a file with ambiguous conflict markers that can only
be resolved in an editor.
2. Add a `content_path` field pointing to a JSON representation of the
file's content for a single file.
3. Hitting `content_path` returns a similar datastructure to the `file`,
but without the `content_path` and `sections` fields, and with a
`content` field containing the full contents of the file (with
conflict markers).
When writing conflicts:
1. Instead of `sections` being at the top level, they are now in a
`files` array. This matches the read format better.
2. The `files` array contains file hashes, each of which must contain:
a. `new_path`
b. `old_path`
c. EITHER `sections` (which works as before) or `content` (with the
full content of the resolved file).
