Remove gdirectorymonitor.[ch]

* gio.h:
Remove GDirectoryMonitor and make
GFileMonitor the baseclass for both file and
directory monitors. Lift the more generic
rate limiting code from GDirectoryMonitor
into GFileMonitor.
