* lib/fseeko.c (fseeko): Assume that fflushing stdin works if
on some implementation that (1) is not known to be buggy,
(2) claims conformance to POSIX.1-2008 or later, and (3) is being

conformance. This is for cross-compiling to musl.

Now that the fixed fseeko doesn't fail, we can remove the hack
that was previously making the testsuite pass.

Commit 1074f45959f had a bug on glibc that caused the unit test to
fail, but instead of figuring why the failure was happening, we
instead added a partial hack to avoid the problem in the scenario
covered by the testsuite.
https://lists.gnu.org/archive/html/bug-gnulib/2009-01/msg00171.html
But that hack doesn't cover all scenarios, and papers over the
real issue: if you fopen()/ftell()/fseek(,0,SEEK_END)/ftell(),
then the stream should be positioned at the same place as the
underlying fd, even though no I/O occurred, and without requiring
an fflush() in the middle.
* lib/fseeko.c (fseeko): Set stream offset to match fd offset.

On NetBSD, the system <stdio.h> header contains:
|#if (!defined(_ANSI_SOURCE) && !defined(__STRICT_ANSI__)) || defined(_LIBC)
|typedef __off_t fpos_t;
|#else
|typedef struct __sfpos {
| __off_t _pos;
|} fpos_t;
|#endif
Thus, based on compiler flags (such as using 'gcc -ansi' or the
Intel compiler), it is an error to directly set fpos_t=off_t.
* lib/fflush.c (update_fpos_cache): Use a union to safely convert
between off_t and fpos_t, since the latter is sometimes a struct.
* lib/fseeko.c (rpl_fseeko): Likewise.
