Rationale:
Microsoft renamed the "Win32 API" to "Windows API", as it is available
on both 32-bit and 64-bit Windows systems.
But in gnulib, we treat Cygwin like a Unix platform, therefore the main
line of distinction is between "native Windows" on one side and Unix/
POSIX systems on the other side. More details in

Cygwin 1.5.x mistakenly failed with EINVAL for a duration longer
than 49.7 days (2**32 milliseconds). Meanwhile, the existing
code for HAVE_BUG_BIG_NANOSLEEP would infloop, instead of return
failure, for invalid arguments.

Fix logic bug when nanosleep fails. Work around cygwin 1.5.x
bug.

for replacing decls in standard include files (as compared to
the string module), somewhat as an experiment.
