I ran into this problem on AIX 7.1 with GNU Tar, which
enables visibility of getc_unlocked etc. after testing
whether they’re declared, causing argp-namefrob.h and
unlocked-io.h to redefine the macros.
* lib/argp-namefrob.h, lib/unlocked-io.h:
(clearerr_unlocked, feof_unlocked ferror_unlocked)
(fflush_unlocked, fgets_unlocked, fputc_unlocked, fputs_unlocked)
(fread_unlocked, fwrite_unlocked, getc_unlocked, getchar_unlocked)
(putc_unlocked, putchar_unlocked): Do not define if already defined.

In the remaining files, convert to all-interval notation if
- there is already at least one year interval like 2000-2003
- the file is maintained by me
- the file is in lib/uni*/, where that style already prevails
Otherwise, use update-copyright's default.

regex.h, strtoll.c, unlocked-io.h, xtime.h:
White space changes only.
* makepath.c (make_path): Port to hosts where leading "//" is special.
* yesno.c: Include getline.h, not ctype.h.
(yesno): Don't remove leading white space; POSIX doesn't allow it.
Use getline to remove arbitrary restriction on response length.
