(gl_WCHAR_H_DEFAULTS): Initialize GNULIB_WCSNCMP, HAVE_WCSNCMP. * modules/wchar (Makefile.am): Substitute GNULIB_WCSNCMP, HAVE_WCSNCMP. * tests/test-wchar-c++.cc: Test the declaration of wcsncmp. * doc/posix-functions/wcsncmp.texi: Mention the new module.
