defined, set REPLACE_MBSINIT.
* m4/mbrtowc.m4 (gl_FUNC_MBRTOWC): If mbrtowc is declared but not
defined, set REPLACE_MBRTOWC.
* m4/mbrlen.m4 (gl_FUNC_MBRLEN): If mbrlen is declared but not defined,

There are still a few modules, like iconv_h.m4, that still
use older paradigms where GNULIB_POSIXCHECK is unsupported
and where gl_REPLACE_<HEADER>_H is still essential. But since
we are moving away from that style, I see no reason to keep
the idiom for the modules that don't need it.

In the remaining files, convert to all-interval notation if
- there is already at least one year interval like 2000-2003
- the file is maintained by me
- the file is in lib/uni*/, where that style already prevails
Otherwise, use update-copyright's default.
