(rpl_openat): Support O_CLOEXEC. * lib/popen-safer.c: Do not include cloexec.h. (open_noinherit): Remove. (popen_safer): Use O_CLOEXEC instead of set_cloexec_flag. * lib/save-cwd.c: Do not include cloexec.h.
