* m4/selinux-selinux-h.m4: When the selinux library is missing, really
continue without selinux, as already told in the warning message.
This is necessary for when the 64bit selinux development package is
installed only, but the package (tar-1.27 fex) is built as 32bit,
causing the header files to be found while the library already wasn't
found earlier.

* m4/selinux-context-h (gl_HEADERS_SELINUX_CONTEXT_H): Remove
self-explaining comment.
* m4/selinux-selinux-h: Update serial.
(gl_LIBSELINUX): Warn if SELinux is found but libselinux is absent;
extracted from...
(gl_HEADERS_SELINUX_SELINUX_H): ... this one. Require gl_LIBSELINUX.
Add warning for missing development packages here, too.

99% of this change was performed by running the following commands:

perl -pi -e 's/\[\.\.\.\]/.../' m4/onceonly.m4
The remainder were to add Copyright dates, increment serial numbers,
undo some changes in comments, exclude m4/intl.m4, and add quotes
around the "1" in ",1" where the unusual spacing prohibited the
above regexps from doing the job. For more details, see
