Subject: do-release-commit-and-tag: New module.

Automate the release-commit and tag process.
* build-aux/do-release-commit-and-tag: New script, from coreutils.
* modules/do-release-commit-and-tag: New file.
* MODULES.html.sh (Support for maintaining and releasing): Add it.
