Set REPLACE_WCSNCMP. * m4/wchar_h.m4 (gl_WCHAR_H_DEFAULTS): Initialize REPLACE_WCSNCMP. * modules/wchar (Makefile.am): Substitute REPLACE_WCSNCMP. * modules/wcsncmp (Status, Notice): Un-obsolete this module.
