docwriter: Format markdown in doc comments
Libraries in the GNOME platform are currently being moved
from Docbook to Markdown. This produces HTML at present instead
of Mallard, but in coming commits Mallard will be removed so this
won't be an issue.
This introduces a dependency on python-markdown.
