validate: Fix copy-pasta
Previously the Hadrian codepath of `validate` inverted the logic which
decides whether the test build of `xhtml` should be built with
`--enable-shared`. This resulted in validate failures on Windows, which
does not support dynamic linkage of Haskell code.
