Always ignore user-package-db when running tests
Summary:
The user package database was already ignored for systems that
`have_subprocess`.
To [wiki:Debugging/InstallingPackagesInplace install] a package inplace:
`cabal install
--with-compiler=<inplace-ghc>
--with-package-db=<inplace-package-db>`
