linker: Introduce linker_verbose debug output
This splits the -Dl RTS debug output into two distinct flags:
* `+RTS -Dl` shows errors and debug output which scales with at most
O(# objects)
* `+RTS -DL` shows debug output which scales with O(# symbols)t
