Always force the exception in enqueued commands
`enqueueCommands` should always force exception in commands. Otherwise
the exception thrown in `:cmd` (e.g. `:cmd return $ head []`) will cause
GHCi to terminate with panic.
Test Plan: `cd testsuite/tests/ghci/ && make`
