Change catch# demand signature
* Give `catch#` a lazy demand signature, to make it more honest.
* Make `catchException` and `catchAny` force their arguments so they
actually behave as advertised.
* Use `catch` rather than `catchException` in `forkIO`, `forkOn`, and
`forkOS` to avoid losing exceptions.
