Use OPTIONS rather than OPTIONS_GHC for pragmas
Older GHCs can't parse OPTIONS_GHC.
This also changes the URL referenced for the -w options from
WorkingConventions#Warnings to CodingStyle#Warnings for the compiler
modules.
