Use foldTyCo for exactTyCoVarsOfType
This entailed
* Adding a tcf_view field to TyCoFolder
* Moving exactTyCoVarsOtType to TcType. It properly belongs
there, since only the typechecker calls this function. But
it also means that we can "see" and inline tcView.
