Fix newtype wrapper for 'PData[s] (Wrap a)' and fix VECTORISE type and instance pragmas
* Correct usage of new type wrappers from MkId
* 'VECTORISE [SCALAR] type T = S' didn't work correctly across module boundaries
* Clean up 'VECTORISE SCALAR instance'
