stg-spec: Modify `.lhs` to `.hs`

Modify old filename `.lhs` to `.hs` in the following file:

  * docs/stg-spec/StgSyn.ott

Since PDF has not been registered in the past, I have not committed generated PDF(`stg-spec.pdf`).
