Rewrite the documentation for forkOS again
Try to make it clearer that forkOS is only necessary when calling foreing libraries that use thread-local state, and it has nothing to do with scheduling behaviour between Haskell threads. I also added something about the performance impact of forkOS, and mentioned that the main thread is a bound thread.
