Implement `fullCompilerVersion`
Follow-up of https://gitlab.haskell.org/ghc/ghc/-/issues/18403
This MR adds `fullCompilerVersion`, a function that shares the same
backend as the `--numeric-version` GHC flag, exposing a full,
three-digit version datatype.
