Improve -XAllowAmbiguousTypes (Trac #8392)
* Add a suggestion to add AllowAmbiguousTypes when there is an
ambiguity error
* Move some of the logic to tcSimplifyAmbiguityCheck
* Report inaccessible code regardless of the ambiguity check
