Implement deriving strategies
Allows users to explicitly request which approach to `deriving` to use
via keywords, e.g.,
```
newtype Foo = Foo Bar
deriving Eq
deriving stock Ord
deriving newtype Show
```
Fixes #10598. Updates haddock submodule.
