Set the TcLclEnv when solving a ForAll constraintwip/T21006
Fix a simple omission in GHC.Tc.Solver.Canonical.solveForAll,
where we ended up with the wrong TcLclEnv captured in an implication.
Result: unhelpful error message (#21006)
