This patch implements GHC Proposal #176:

Before the change:
1 / 2 / 2 = 0.25
1 / {-# SCC "name" #-} 2 / 2 = 1.0
After the change:
1 / 2 / 2 = 0.25
1 / {-# SCC "name" #-} 2 / 2 = parse error
