Use ParserFlags in GHC.Runtime.Eval (#17957)
Instead of passing `DynFlags` to functions such as `isStmt` and `hasImport` in `GHC.Runtime.Eval` we pass `ParserFlags`. It's a much simpler structure that can be created purely with `mkParserFlags'`.
