Drop dead code in rts/{Prelude.h,package.conf.in}
The endevor to drop the `-Wl,-u,<sym>` requirement for linking the rts,
base, ,... turned out to be less fruitful than I had hoped. However it
did turn up a few dead symbols, that are referenced but for which the
definition seems to have diminished.
