Release 1.11.libgpg-error-1.11
* configure.ac: Set LT version to C9/A9/R0.
* Makefile.am (GITLOG_TO_CHANGELOG): New.
(gen-ChangeLog): Use --tear-off.
* build-aux/gitlog-to-changelog: Remove.
