configure: Allow default CFLAGS="-O2 -g", use `make install-strip`
We should not make assumptions about what are preferred CFLAGS. Let
autoconf handle all that, unless the user has provided CFLAGS on the
command line.
Usually, when building a distribution package, you want debug symbols
for a libnet-dbg (unstripped) and a libnet1 (stripped) package. Also,
the user can always run `make install-strip` to get the stripped lib
installed.
